A structured forum where researchers, technocrats, and institutions deliberate toward shared standards.
The Forum is where evidence becomes consensus. Delegates from research institutions and public agencies convene to weigh the findings published in the Review and the data held in the Data Bank, and to work toward recommendations that can carry a continental mandate.
Deliberation is structured and recorded. A recommendation is published with the record of how it was reached — the evidence considered, the positions weighed, and the points of disagreement.
